President Rodrigo Duterte has appointed his former spokesman as an undersecretary of the Department of Foreign Affairs.
Duterte signed the appointment paper of Ernesto Abella on October 27.
Abella was replaced by lawyer Harry Roque but Duterte refused to disclose why he replaced Abella. /kga
