CEBU CITY—The Armed Forces of the Philippines’ Visayas Command said it had succeeded in “weakening” communist rebels in three regions under its jurisdiction. It said at least 40 suspected New People’s Army rebels had been “neutralized” in May, with 17 of them slain in separate clashes.
