In an Aug. 3 memorandum circular signed by Executive Secretary Salvador Medialdea, Malacañang required all government agencies under the executive branch in the National Capital Region (NCR) to remain “fully operational” while the metropolis is placed under enhanced community quarantine (ECQ) from Aug. 6 to 20. Medialdea said all government agencies and instrumentalities of the executive branch in the NCR, including government-owned and -controlled corporations, should only have skeleton workforces on-site (not less than 20-percent on-site capacity at any given time, with the remainder working from home). However, all agencies providing health and emergency front-line services, laboratory and testing services, border control, and other critical services shall be allowed up to full on-site capacity, he said.
