MANILA, Philippines — Private companies, unless they are engaged in basic necessities or services, should not require their workers to report for work, nor should these workers be fired for failing to do so during the enhanced community quarantine (ECQ) over Luzon, Cabinet Secretary Karlo Nograles said on Wednesday.

Under a lockdown, only workers in essential companies are allowed to leave home.
