The Sandiganbayan Third Division has affirmed its earlier decision to convict former Caraga, Davao Oriental, Mayor William Sobiaco Duma-an of graft.

The antigraft court earlier sentenced Duma-an to up to 10 years in jail, for entering into a loan agreement with one Roseller Macayra, a private individual and chief executive officer of RR Summit Consultants Inc., in exchange for a 3-percent service fee.

He was also barred from public office.

The case stemmed from Duma-an’s P2-million loan from Macayra with the assurance that Duma-an will facilitate the release of a 3-percent service fee in favor of Macayra’s company as consultant for the Caraga Public Market, Terminal and Commercial Complex Construction and Development Project. —Patricia Denise M.
