Despite heavy downpour, fire broke out Tuesday at a residential and commercial building in Tondo, Manila.
The blaze started around 9:30 a.m. along Malaya Street in Balut, according to the Bureau of Fire Protection.
Authorities raised the fire alarm to third level as of this posting. /kga
